The 9th Duke of Devonshire was a keen politician and MP from 1891. For a time, he was Financial Secretary to the Treasury and Governor-General of Canada. Victor married Lady Evelyn Fitzmaurice, daughter of the 5th Marquess of Lansdowne.

When appointed to Canada, the eleventh Governor General, Victor Christian William Cavendish, was the 9th Duke of Devonshire, having succeeded to the title in 1908 on he death of his uncle. He was born on May 31st, 1868, the son of Lord Edward Cavendish, he became known as England's richest peer and largest landowner.
