Davey reveres Jack Flack, who is the main character of Cloak & Dagger, an espionage role-playing video game. Davey imagines Jack as a more dashing version of Hal. He wants to live an action-packed life like Jack, carrying around a water pistol as his "gun" and a softball as his "grenade".
Davey gets caught up in real world spy games when he witnesses someone murdered and is given a copy of the game "Cloak & Dagger" that actually contains the plans for the latest stealth aircraft. None of the adults believe him, so he now has to save the world and defeat the bad guys himself.
Hal, Davey's father, should have had more faith in his son, but Hal is dealing with the recent death of his wife, he has to raise his son on his own, and he is justifiably worried his son is withdrawing into a fantasy spy world to deal with his mother's death.
