Real life answer is a plot device. Theory is that Vegeta showed Trunks how to access god ki off screen, but he never really was able to do it, and somehow getting super pissed enabled him to access some form of God ki. It wasn't explained.

Super Saiyan Rage brought Trunks at least to SSB Goku and Vegeta's level, arguably higher when he first transformed, meaning the Rage multiplier is somewhere between SS3 and SSB using that logic. But, again, DBS is crap with powerscaling and such, so take this with a grain of salt.

Jul 19, 2024 · Vegeta gains control of this transformation and turns to it again during his fight against Super Saiyan Goku Black in the Dragon Ball Super manga. Goku never experiences Super Saiyan 2 (Enraged) or Super Saiyan Rage, likely because of his more pure-hearted and pacifistic nature.
I always thought of it as a mixture of the enraged SSJ2 state we see Vegeta use against Beerus in Battle of Gods and Trunks tapping into God Ki due to his training with Goku & Vegeta and encounters with Goku Black. Enraged SSJ2+God Ki=Super Saiyan Rage
