It's Halloween, and Satanunveils his grand plan to open up the gates of hell to throw a super-awesome Sweet 16-style party in Los Angeles. Soon, he proclaims to his quivering minions that anyone who wants to come must have a blue wristband and wear a costume. And no one can dress like The Crow. Character Debuts
Deceased rapper Biggie Smalls. He's condemned to materialize before whoever says his name three times into a mirror. Kyle, Randy, and Butters (twice) all successfully summon him. We also are introduced to Satan's Council. The two lead helpers are Demonious, the darkly cloaked man with the scar on his face, and Zazul, the lead demon. Body Count

Where Did The Idea Come From
The episode parodies the MTV reality show My Super Sweet 16, in which spoiled rich girls get catered to and act like jerks. Matt particularly loved the Ferrari cake, but was worried it might not go over well. Comparisons to the Crab People were made.
