Toronto is a city in eastern Jefferson County, Ohio, located along the Ohio River 6 miles (9.7 km) northeast of Steubenville. The population was 5,303 at the time of the 2020 census, making it the second-largest city in Jefferson County. It is part of the Weirton–Steubenville metropolitan area.
Space was also provided for a public square. There was no manufacturing in the area, but being situated above the highest flood plain and in it’s beauty, Newburg attracted many settlers. It later became a very popular steamboat landing as well as an inlet to the back country.

Nov 2, 2012 · As part of a weekend road trip to Ohio and West Virginia, I made a stop in the City of Toronto. Toronto, Ohio is one of many small cities and towns in the upper Ohio Valley within the Ohio-West Virginia-Pennsylvania border region.
It was the home of the Toronto City Council from 1899 to 1966 and a provincial court house until 2023, and remains one of the city's most prominent structures. The building is located at the corner of Queen and Bay Streets, across Bay Street from Nathan Phillips Square and the present City Hall in Downtown Toronto.
