Although noise pop came first i would say shoegaze is a more fully formed and specific genre, that some noise pop artists could be included in moving backwards in a retcon way. this is probably because even though noise pop "came first" (referring mostly to JAMC), the term itself didn't actually come around until after shoegaze itself was coined.
