I personally think that if Blue Evolution was a Power Up like Kaioken, we would have seen it in some gameplay by now. Goku's Blue Kaioken was shown right away. The supposed SSJ Rage also went viral on Youtube and Twitter in a matter of hours.

Jun 2, 2024 · It seems likely that the Super Saiyan and Super Saiyan 3 versions of Gotenks will have the special moves that everyone is familiar with, like Galactic Donut. Of course, we'll have to wait and see if that is the case.
In Super on the other hand, everyone can get rage boosts now. Vegeta gets one in Battle of Gods that makes him at least 2-3x stronger, Goku gets an unquantified one against Goku Black, and Trunks gets the whole full on Super Saiyan Rage form.
