I am using Kodi 19 in portable mode on a windows 10 unit with 16gb ram, Core I7 6500U CPU and SSD drive. Kayo addon works fine on best setting with live or catch up yet 9now and 7 plus addons both buffer regularly even on low settings for catchup. HLS on or off doesn't seem to make a difference. Live TV seems to work fine for 9now and 7plus.
Driving me nuts lol. If this is not allowed to be asked, sorry. P.S. I'm on an android device
Yes, the chromecast with google tv has the 9now app available. Older chromecast will be able to use the cast function from the 9now app/website. The greatest advantage of the Chromecast with Google TV is you are pretty much assured that they apps will be updated, tv software updates aren't always guaranteed. User #269898 275 posts.
Its not meant to connect your computer/smartphone to a TV. If you have a smart TV or a smart media player that supports 9Now app (see here for a list of supported devices), then open up the 9Now app from your TV or the media player, you will then be shown an activation screen similar to what is shown here.

Not exactly a solution, but as a workaround I cast from the 9Now app on my phone to the Nvidia Shield. The phone app gets the correct location (strange considering the phone and Nvidia Shield are on the same public IP). 9Now app shows wrong location.
