For some papers, I notice that citation counts across these two sites don't match. So, some papers that cite the paper X appear only on Semantic Scholar, or Google Scholar but not on both. What causes this discrepancy?

Google Scholar can probably see that the papers are still similar. How does it handle the citations though?

Very recently, I had noticed that almost all scholars, from all countries and from all different universities, that I am aware of, their Google scholar citations counting suddenly drop (of the scale of 10, to 100 to 1000 to 10^4 counting, depending on your academic ranks and total citations).

Most profiles on Google Scholar I click on have over 100 citations. I will be lucky to get that many in 20 years. I think the decision to make the Google Scholar profile public depends on citation count + several other factors.
