I had a 1996 John Deere riding mower just a couple years ago and every single part was available, of course that's at OEM prices. If you buy off-brands or re-branded stuff like Kobalt, then yeah finding replacement parts is not a thing unless you can find a matching part from another brand.
If they don't have it in stock to swap, they take it and you get a refund of your purchase price. You can then purchase a replacement online yourself. Just get the kobalt warranty support to issue you the warranty number and the Lowe's you take it to should handle it as above.

I ordered replacement from Amazon and it's too small. I'm hoping to gather the right info to find this desired piece. The original was a two piece cap that I no longer see.
