Carlos Moreno (born April 16, 1959) is a Franco-Colombian researcher, scientist, and professor at IAE - Paris1 Sorbonne University. He co-founded the ETI Chair "Entrepreneurship - Territory – Innovation." and has conducted research on smart and sustainable cities.
