The allocation of Equalization payments is based on a measure of fiscal capacity, which represents the revenues a province could raise if it were to tax at the national average rate. Equalization supports provinces that have a lower than average fiscal capacity.
Parliament and the government of Canada are committed to the principle of making equalization payments to ensure that provincial governments have sufficient revenues to provide reasonably comparable levels of public services at reasonably comparable levels of taxation.

- Linear Phase EQ. A Linear Phase EQ works very similarly to your Parametric EQ. When adding or removing frequencies in your Parametric EQ plugins a ‘smearing’ effect is created, where any frequency you are altering comes slightly out of phase with the rest of the frequencies in the signal.

An equaliser is a processor which is designed to deliberately alter the tonal quality of audio passing through it. It does this by using a number of filter circuits, which are capable of applying gain to audio signals within specific frequency ranges — both positive gain, referred to a 'boost', and negative gain, referred to as 'cut'.
