James Aaron Siegel is an American scientist who founded the SCP Foundation in the 1800s. Siegel would eventually retire from this position and became O5-1. He fathered Dr. Charles Gears, who would eventually join the Foundation to become one of its most renowned members.
O5-1 is the first member of the O5 Council, the ruling council of the SCP Foundation. As with other O5 members, O5-1 is an enigmatic figure, whose true identity and appearance are completely unknown to the rest of the Foundation, save for the rest of the Council and select individuals.

Well, in the ourbourous tale, the main character, a CI agent tasked with killing the entire council (spoiler alert) became the new O5-1 at last, and it is implied that the former O5-1 aka Aaron Siegel was also a CI agent tasked with killing the entire (old) council.
