   • It enacted that the mayor, aldermen and free burgesses should be incorporated under the title of 'the Mayor and Aldermen of the Borough of Richmond in the County of York,' and appointed the first mayor and twelve aldermen. The mayor was to hold office for a year and the aldermen for life. The corporation was to be selfelective as before.
