SSJ3 was only ever achieved by a dead Goku and Gotenks who both just mutated the SSJ2 form further for more power. It's similar to SSJ Grade 3 but instead of speed it sacrifices ki. Trunks instead perfect SSJ2, and presumably SSJ Rage could be the true continuation of ssj forms.

The part that doesn’t add up is that for blue, you have to become a super saiyan while using godly ki, meaning that you hold all that ki in, allowing none to escape. What we see is him using basic super saiyan, which means he is allowing ki to escape, but somehow still getting that blue godly aura.
Real life answer is a plot device. Theory is that Vegeta showed Trunks how to access god ki off screen, but he never really was able to do it, and somehow getting super pissed enabled him to access some form of God ki. It wasn't explained.
