In the manga, Trunks' SS2 form at full power was said to match Goku's SS3, meaning Trunks' base form is roughly 4x stronger than Goku's at the start of the Black arc (which makes no damn sense, but that's using the SS multipliers).
Supersaiyan is achieved through training or rage. Supersaiyan 2 is achieved by training AND rage. Supersaiyan 3 is achieved by only training. So I think Supersaiyan Rage is achieved by only rage. The blue being more like the Sparks of electricity around Supersaiyan 2 than anything god ki. 0.

Future Trunks achieves this power-up through intense anger directed at Goku Black and Zamasu.
