Edmund Emil Kemper III (born December 18, 1948) is an American serial killer convicted of murdering seven women and one girl, between May 1972 to April 1973. Years earlier, at the age of 15, Kemper had murdered his paternal grandparents.

from my understanding - the prison has a photographer that goes around and takes photos of the prisoners then they can purchase them to send out to friends and family via mail. this was in a batch that was sent to a penpal he had in 1979. there are 3 others in there with the same set that are just as weird as far as his pose.
