A high standard of living and high tax rates go hand-in-hand. Someone has to pay for the modernization of Toronto, otherwise, the city cannot progress. The ones doing this are the taxpaying citizens. Another reason why the taxes of Toronto are so high is that the free healthcare system has to be paid for.
