James Edgar (born July 22, 1946) is an American politician who was the 38th governor of Illinois from 1991 to 1999. [1] A moderate Republican, he also served as a member of the Illinois House of Representatives from 1976 to 1979 and as Illinois Secretary of State from 1981 to 1991.
Biography. As the 38th Governor of Illinois, Jim Edgar inherited what was then the largest deficit in the state’s history. He made hundreds of millions of dollars in budget cuts. He found ways to deliver services more efficiently and effectively, reducing the state work force by 2,500 employees.

In 1990, Jim Edgar ran for Governor and won the first of his two terms as governor, winning the Republican primary against Steve Baer, and then elected in a close race against his Democratic opponent, Illinois Attorney General Neil Hartigan.
Edgar was best known for his crackdown on drunk driving as he became a national leader in the traffic safety areas. As Secretary of State, Edgar championed the cause to eliminate drunk driving. He was appointed by President Ronald Reagan to serve on the Presidential Commission on Drunk Driving.
