It was produced by Nero studio head Seymour Nebenzal who later produced Lang's The Testament of Dr. Mabuse. Other titles were given to the film before "M" was chosen; Eine Stadt sucht einen Mörder (A City Searches for a Murderer) and Dein Mörder sieht Dich an (Your Murderer Looks at You).
Producer Seymour Nebenzel's Nero Films produced the original 1931 version of M directed by Fritz Lang, and Nebenzal retained the rights when he fled Nazi Germany and began to make films in Hollywood, primarily "B" pictures for major studios and low-budget independents.

A cosmopolitan producer who joined SIMPP toward the end of the war, Seymour Nebenzal, was actually a Jewish native of New York, but entered films in Berlin and was commonly thought of as a European. He founded Nero-Film in the mid-1920s, and produced the classic thriller from Fritz Lang, M (1931).
