Beerus is generally very passive and not interested in getting involved with anything happening that threatens Universe 7, thinking that they should just handle things on their own rather than a deity getting involved. As far as he was concerned, at the time, Black wasn't his problem.
We'll never see Dragon Balls in tournament unless 1 player is specifically going for em, and we'll hardly see dramatic finishes unless players are actively trying to trigger them (and they can even avoid them by avoiding certain stages).

The BOG fights were better in Super because everybody felt more powerful, which was needed. In BOG the movie, Goku fought the same, we were told that he was so much more powerful yet nothing actually was affected by Goku and Beerus's fight. In Super, the whole damn universe was nearly destroyed, it was awesome.
