The only way to get Lucky Eggs in Platinum is to steal them from wild Chansey. The easiest place to farm for Chansey is on Route 209 and on southern Route 210.
The lucky eggs are normally 5% to be on a chansey, with compound eyes in your lead slit that becomes a 20% chance. Then you have the 5% encounter rate to find a chansey in the first place, so the way I did it was with the pokeradar.
