Real life answer is a plot device. Theory is that Vegeta showed Trunks how to access god ki off screen, but he never really was able to do it, and somehow getting super pissed enabled him to access some form of God ki. It wasn't explained.

Goku's Super Saiyan transformation had build up throughout half the Freeza Arc, "permanently" lost Krillin to have the rage to activate it, and it was directly explained how he obtained it and Vegeta couldn't.
It depends on how literally you want to take the information given by the anime/manga. In the manga, Trunks' SS2 form at full power was said to match Goku's SS3, meaning Trunks' base form is roughly 4x stronger than Goku's at the start of the Black arc (which makes no damn sense, but that's using the SS multipliers).
