Sir Aston Webb, GCVO, CB, RA, FRIBA (22 May 1849 – 21 August 1930) was a British architect who designed the principal facade of Buckingham Palace and the main building of the Victoria and Albert Museum, among other major works around England, many of them in partnership with Ingress Bell.
Designed as a new school for the teaching of navy cadets the building replaced the previous training college - HMS Britannia and HMS Hindostan, two ships which had been based on the River Dart. The site sits 55m above sea level and slopes steeply down to the River Dart, both to the south and to the east.

The training college for naval officers was designed by Sir Aston Webb following the style of Sir Christopher Wren. The foundation stone was laid by Edward VII in 1902. In 1863 the Admiralty stationed HMS Britannia in the Dart as a training ship for naval cadets.
