"Tall Birch Forest" was renamed to "Old Growth Birch Forest" in 1.18 and are now uncommon instead of rare. Make sure that your list is post 1.18, they made a bunch of changes to terrain gen in 1.18 so that rare biomes have been reshuffled and a bunch have been removed/renamed. Huh, interesting.
