It's not really an exception, blazes and magmacubes in the nether require 11 and less and so does their spawners just as they did in 1.17. The change was not that all mobs require 0 it's that all mobs that used tor require 7 and less now require 0, mobs that had other requirements have not been touched, blazes and cubes being 2.
