The best mod loader is Fabric so just go with that. NeoForge is just a CPR being done on Forge to keep the dead horse kicking and Quilt is not getting the same amount of traction that Fabric is getting. Just a Heads up, there was never "Only Forge", but nobody remembers LiteLoader.

as a normal player who just want to play modded minecraft the 3 different mod loaders is just stupid, dealing with version exclusive mods was already pain and now i have to deal with loader exclusives, can't we just create 1 single mod loader that can load mods, its not impossible as there is case of porting fabric mods to forge with forgified fabric api, but its not best and from what i know ...
NeoForge I assume will be interesting in its code and offer interesting mods. Who knows. Whatever documentation they have if they even offer much or still working it out as for a year you never know but that's what the blog/website is for. 4 is a lot. But with a 4th I mean I wasn't sure about Quilt but by 4 yeah what elsewhere is there to say.
