Max 2GB in case of Hatari and IDE, or 1GB in case of ACSI emulation. For instance with HxD editor (free). Second step is partitoning and installing autoboot driver - with some proper tool.

Case 1: making completely new image: first thing is creation of empty image file od desired size - according to capacity of target CF card (or SD card, or classic hard disk) . So, need to create file of let say 950 MB for 1GB cards. Can be done with some better hex editor.

FYI: TOS requires VME IO regs not to generate bus errors for it to detect MegaST(e)/TT properly => Hatari allows access to them by default although they are not emulated.
