You can charge your SB3 with less powerful USB-C chargers (but there is a minimum requirement), the only disadvantage is it may slowly discharge under heavy load even while charging. That's exactly what was happening with SB2 with its own charger. Surface dock 2 then provided 120w charging and SB3 127 watts.
The USB port on a Surface charger is great for any devices, but it is not sure that has various USB-C power delivery functions.
