Yes, but the approach and difficulty are similar to breaking protection of offline games. You'll need to download all resources and then modify the binaries to disable hardcoded CORS and links to kong APIs/assets. Then you'll be able to run it on your local web server or make a standalone application using Electron.
The official (beta) HTML5 build is here: https://player03.com/run/3/beta/. The official online version is up to date as far as completeness goes. Of course, the game itself isn't complete so the upcoming levels will still be missing.
