You can only transfer your card balance from a cancelled Presto card to another Adult card in your account or a card with the same fare type as the cancelled card, and the card you’re transferring to can’t have a transit pass on it.
Students should register their card to protect the balance if lost, stolen or damaged. Registration allows students to get a replacement card quickly and transfer any remaining balance (school board pass). Note: Some schools take care of registering their students’ PRESTO cards.

Nope. Cancelation is permanent, it's on the Presto website's FAQ under "Can I transfer the balance between two Presto cards." Just transfer the balance to a new card instead.
