Unfortunately the app I prefer and use for offline navigation on my iPhone and iPad https://gurumaps.app/ is not available on the Apple Watch. Hopefully between WorkOutDoor and Gaia GPS a reasonable solution will be there for offline maps on Apple Watch. Also, just saw this post recently as well here:
