The Jack Hall Gang treasure is one of the first maps most people (including me) get, and it has 3 stages. I had acquired map 1, but a friend of mine was farther ahead in the game so he directed me to where the treasure should be (it's a VERY specific, impossible to miss spot) but I never got the "search" dialog to find the treasure.
No need to buy anything from Nazar that costs you money. Also, the Ropke map shows all collectable locations and adjusts for what cycle it is. It's an invaluable too in the game. Now, looking at the question again, yes you are correct if your trying to find Treasure Chests without receiving a map, no you cannot just find random chests.
For most of the treasure hunts, you need to be on the in-game quest to find it, yes, you'll need a map.
