The issue with Legend Tenacity is that tenacity doesn't stack additively, so stacking it is pretty inefficient. You're already building Steraks, the lifeline passive gives you 30% tenacity. Against really heavy CC comps you can get Mercs for more Tenacity which I think will take you to 51% tenacity. But generally Tabis are a better buy.
