They are talking, the union said Friday they will stay at the table and not issue the 72 hours unless talks seem to be going nowhere. Honestly, they aren't at the leverage time yet.

A letter carrier will advise his supervisor of a full mailbox and in turn the supervisor will write a letter stating that the mail cannot be delivered due to a full mailbox. The letter carrier will then deliver the letter from the supervisor which normally the supervisor verifies and delivers the letter.
