Exploiters, also known as “script kiddies“ or "skids" (since most don't actually make the scripts for the game) or incorrectly as “hackers”, are players who use take advantage of the game’s lack of anti-cheat by using scripts to mess with the game. Scripts usually include tools to aid the exploiter such as flight, increased speed and jump power, giving themselves weapons and modifying them, and making it almost impossible for themselves to be arrested or tased.
It is best to immediately join another server when confronted with an exploiter who is being malicious with their powers, as nothing is to be gained by waiting around. In addition, trying to report an exploiter is a waste of your time, as hundreds of thousands of cases have proved that Roblox does not read or respond to reports in a timely manner.
The most common scripts not listed above include:
•Spawning cars inside the prison or in the yard
•Neutral2 (formerly)
•Walking through walls (Noclip)
•Flying around the server
•Killing, arresting, or even loop-killing everyone in the server

Guess it depends on the exploits used. One I saw was using speed hacks, running faster than he could shoot. Hunting him down with other police players was quite fun. I feel like prison life could use more than the old concept of cops and robbers, but I suppose that's also the beauty of it.
