(1) For God giveth not the Spirit by measure; for if ὁ Θεός is omitted, still the same subject, "God," might be and is generally supplied, and the object, supposed to be either Christ or any of his servants to whom in these days of the baptism of the Spirit, the Holy Ghost is poured forth from an inexhaustible treasure.

For He whom God has sent speaks the words of God [proclaiming the Father’s own message]; for God gives the [gift of the] Spirit without measure [generously and boundlessly]! AMPC For since He Whom God has sent speaks the words of God [proclaims God’s own message], God does not give Him His Spirit sparingly or by measure, but boundless is the gift God makes of His Spirit!
In the Old Testament, certain people were given the Spirit of God for a limited time. These include certain prophets (2 Chronicles 24:20; Micah 3:8; 2 Samuel 23:2), various people (Numbers 24:2; 1 Samuel 19:20), and some of the judges (Judges 3:10; 6:34), including Samson (Judges 13—16). Jesus, however, has the Spirit of God continuously.
(4) Godet makes τὸ πνεῦμα the subject, not the object, and supposes the meaning to be that the Spirit gives to Christ the words of God without measure. The words of John 3:35 seem to weigh in favour of the rendering of A.V[47]: “God giveth not the Spirit by measure unto Him”. The R.V[48] is ambiguous.
