The disciple did so, but temporarily lost faith and began to sink, so he was compelled to call on Jesus to rescue him. According to Hillsong, it's a song "about stepping into the unknown and a song about faith and trust."

Here is another example of Jesus having power over nature. Somehow, the water held Him up. The water treated Jesus differently than it treated the disciples.
