My idea for the Tailed Beast is that each one is made up of a different kind of psychic/emotional energy. And given that Gaara existed in the first place to be a foil to Naruto, to the point where apparently he was a tanuki because tanukis were mythological rivals to foxes, additional "Jinchuuriki" characters would have to justify their existence by comparing/contrasting to Naruto in a meaningful (not redundant and superfluous) way.
