Nolan's answer is "you can do your best with what you are given." This is how police should be, but it sadly in many case incidents i've read, it is not. In regards to "false arrest can to a person’s reputation and their psyche" this is very real. False accusation or arrest can be (and have been) traumatizing and damaging to a person.
