Naruto DID have a crush on Sakura, but when you're that age and as innocent as Naruto is, you don't know what love is. He truly cared for her, but only as one of his best friends. He didn't realize he was in love with someone until Hinata.
The point Sakura was making was that Naruto's interest in her wasn't serious compared to his interest in Hinata (i.e. real love vs. crush). There's really nothing wrong with Sakura saying that Naruto told her that he loved her there.
