When Python executes a program, Python reads the .py into memory, and parses it in order to get a bytecode, then goes on to execute. For each module that is imported by the program, Python first checks to see whether there is a precompiled bytecode version, in a .pyo or .pyc, that has a timestamp which corresponds to its .py file.

It compiles source code to bytecode and then a virtual machine (on Windows, on Linux, on Android, etc.) translates that bytecode to machine code for the current architecture. But why does Python need both a compiler and an interpreter?

You can tell it's there, though: look at the .pyc (or .pyo if you have the optimizer turned on) files that are generated for modules that you import. Also, it does not compile to the native machine's code.
