Noxus' lines are antagonizing both Xeroc and the player, basically trying to say the player (alongside everyone else) will be bowing to him in servitude, as well as belittling Xeroc and trying to make him look fraudulent. The last line where they both say, "Now all you have to do is finish what you started" has two different meanings.
