- Arkansas. The AR Futures Grant, is the state's newest educational grant, providing last-dollar scholarships for two years of tuition and mandatory fees at community and technical colleges.
- California. California Promise provides funding to the state's community colleges but allows individual schools to decide how to use the money. Institutions may use the funds to waive one year of fees and tuition per application cycle for first-time, full-time students, or to strengthen student support services — like childcare, transportation, and textbooks — to boost student outcomes.
- Connecticut. Pledge to Advance CT foots the tuition bill for first-time, full-time students at community and technical colleges. With fewer eligibility restrictions and a more generous timeline than other free community college programs, PACT is open to Connecticut residents regardless of income level.
- Delaware. The recently expanded Student Excellence Equals Degree (SEED) Scholarship is a last-dollar program covering up to six semesters (three years) of tuition toward an associate degree or workforce training program at Delaware Technical and Community College, or an Associate of Arts degree at the University of Delaware.

- Alabama. All Alabama residents age 60 and older can take advantage of free tuition at two-year post-secondary institutions in the state, according to the Alabama Commission on Higher Education.
- Alaska. The University of Alaska Board of Regents waives regular tuition for Alaska residents ages 65 or older. Those who qualify for the Senior Citizen Tuition Waiver must fill out a short form.
- Arizona. Arizona’s tuition deal for older residents isn’t a freebie. The 10 campuses of Maricopa (County) Community Colleges offer a 50% discount on resident tuition rates to residents 65 and older who live in the county.
- Arkansas. For Arkansas residents 60 and older, tuition and student fees are waived at all state-supported colleges, including community colleges. This freebie applies only to for-credit courses and is offered on a space-available basis.
- California State University System. Education Code 89330 authorizes the popular CSU system to provide free tuition for seniors. Each campus must grant tuition waivers to California residents age 60 and older.
- Clemson University — Clemson, SC. Article 5, Title 59 under the South Carolina Code of Laws allows state-supported universities to offer free tuition for seniors.
- Colorado State University — Fort Collins, CO. CSU's senior citizen class visitation policy allows resident instruction classes on a space-available basis to students age 55 and over.
- Georgia Institute of Technology — Atlanta, GA. Provision 4.2.1.9 in the Georgia Constitution includes rules regarding free college for seniors age 62 and over.
