As part of the California Promise, colleges can, but not required to, waive enrollment fees for all first-time, full-time students who do not qualify for the California College Promise Grant.
- Arkansas. The AR Futures Grant, is the state's newest educational grant, providing last-dollar scholarships for two years of tuition and mandatory fees at community and technical colleges.
- California. California Promise provides funding to the state's community colleges but allows individual schools to decide how to use the money.
