They both have pretty mediocre stories, but D2 has more confusing one, so D1 wins here (although loses to both DLC). Gameplay in D2 is much better, and world building is equally good in both of them, so D2 wins easily for me.
I almost might go as far as to say that the DLC for Dishonored 1 is better than Dishonored 2, as (possible spoiler, just in case)-Dishonored 2 feels derivative after having played the first. Same main bad guy, similar final takedown.

So it's definitively worth it if to grab the whole thing, if you're a new player and/or have only played the original game. Yes. It comes with the DLC, so theres no real reason to buy the base game over it if you can.
