Insider Tez2 shared details about it and how it was not currently live in the game. As of Tuesday, Rockstar have set this system live meaning all of its changes are part of GTA Online now.

Basically the sell price for personal vehicles (not cars stolen from the street) will now go down with each sale, and will last for 18 real life hours after the last sale before it will reset.

Even with legit bought vehicles you can't sell them back-to-back, you'll trigger the sell limit. You still have to abide by the 48 minute rule (like street cars) and no more than 8 cars in a 24 hour period (real-time).
