Yes, Houston is one of the most populous cities in the United States, and it's also the only city among the largest in the country to lack a zoning ordinance. In 1998, policymakers approved an ordinance to allow building on smaller lots, reducing the minimum lot size in the urban core from 5,000 square feet to 3,500 square feet—or to 1,400 square feet for parcels meeting certain standards for open space.

Comparing new development in 1997 to the peak building year in 2005, Gray and Millsap show that building activity rose more than 300 percent.
