Mar 1, 2012 · In March 1810, Sen. William Giles of Virginia presented to the Senate a petition to accept the Territory of Orleans into the Union. On April 9 the Senate accepted the petition and ordered the territory to hold a convention for the purposes of drafting a constitution and petition for admission as a state. The process followed the Ordinance of 1787.
