Map voting works in a way that there are 7 maps in the official map pool (you can see them when queuing for a mm match. Those maps are marked with the csgo logo). For a bo3 every team bans 1 map so that 5 are remaining. Then every team picks one map. The map picker always starts on t (as far as i know).
